Overview

The Access Management course discusses the purpose of access management.  Access management is the practice of managing the location, number and spacing of connections, median openings and traffic signals on the highway system. 

The Access Management course discusses the purpose of access management.  Access management is the practice of managing the location, number and spacing of connections, median openings and traffic signals on the highway system. 

The history of access management is discussed including the development of Florida Administrative (FAC) Rules 14-96 and 14-97.  These rules provide the two main access management tables:

  • Access Classification and Standards Limited Access Facilities Interchanges
  • Controlled Access Facility Classification

Access management measurements between driveways, median openings and signals are defined.  The corner clearance table provides the minimum connection spacing for corner properties.  Reasonable access is discussed as it is related to connections on the State Highway System.  The definitions of the following various connections are defined:

  • Existing Connections
  • Modifications of Connections
  • Joint Use Connections

The interchange and driveway connection review processes are discussed.  Driveway connection requirements are discussed in detail.  The different types of median openings are discussed in relation to the conflict points created by the turning vehicles.  There is also a discussion of the relationship between access to properties and through traffic movement.  Signal spacing is defined as it relates to access management.  There is a basic review of driveway placement as it relates to site development.

The course is designed to provide a basic knowledge of Access Management from which a person can use this information in traffic studies and roadway design.
